BSNL PostPaid UPC (Porting) Help CUG Corporate/Personal

A PostPaid BSNL Connection was purchased about 20 years ago. The Connection is still active and bills are paid regularly (No Outstanding Payments).
The SIM Card was purchased during a Promotional Offer from BSNL, which stated that all government employees could opt for an Rs. 100/month subscription plan (All Calls and SMS were charged extra.).

The subscriber, only needed to present an ID Card issued by the Indian Government to purchase the PostPaid connection and activate the plan. There was no approval process from the concerned Government Department or any authorization/approval letter involved.

The Connection worked well as a secondary/backup primarily because calling from a BSNL number isn't always reliable.
BSNL shut down the Rs. 100/month plan about five years ago and has been charging Rs. 199 + Taxes, which comes to around Rs. 240 / month.
This is expensive for a backup connection. Hence, the subscriber decided to PORT out from BSNL and switch to another operator.

The Situation:
The PORTING CODE (UPC) is being generated successfully. However, the UPC has the following format:
CBZXXXXX (CBZ followed by Five Numbers).

The Problem:
The Porting Code needed, must have the following Format:
BZXXXXXX (BZ followed by Six Numbers)

The "C" indicates this is a Corporate Number. Hence, the Reciepent Telecom Service Operator is unable to accept/process the Porting Code/Request. The representatives claim this UPC has "C" and hence it is a Corporate number. They want a No-Objection Certification (NoC) Letter from the Corporate.
As there's NO Corporate from which the BSNL Postpaid Connection was obtained, it is not clear from whom the NOC should be obtained.

BSNL admitted that the Number is Personal and NOT Corporate. They amended their Backend to reflect the same:

However, the PORTING CODE still starts with CBZ, indicating NOTHING has changed.
Please advise HOW to go through the Porting Process successfully.
 
Yes, I would suggest the same - convert to BSNL prepaid & then try & port. Having said that, I am not sure if you will still be able to convert to prepaid easily. But that surely is the thing to try next.
 
Converting to Prepaid seems like the most straightforward solution before Porting.
However, there are a few obstacles:
With all the new rules about Biometric Verification for New SIM cards, the transition for this 20-year-old connection doesn't seem viable as obtaining the documents/biometrics of the original subscriber who purchased the SIM is very difficult.

Hence, Porting Out without involving BSNL is needed. As UPC is being obtained, the question is how to get PERSONAL UPC.
Any suggestions on who to contact in BSNL for this technical issue would be great.
 
If it was secondary backup number, and if it is not linked to Aadhar or bank account, why not simply close the number, unless its premium number?
 
BSNL is NOT opposing or refusing. Hence PGPortal isn't an option.

It may have been kept as a Secondary Connection, but it is deeply seeded/linked/associated with multiple financial, legal, and other service providers, and has been given to Friends/Family over the last 20 years. Disassociating and then Deactivating the number would be a lengthy and cumbersome process.
Hence, the aim is to Register the Number with a New Service Provider and Convert the same into a Primary Number which offers reliable Calling and Data Services.

BSNL employees do not know what to do. As the number is Showing Personal in their backend, it is not clear WHY the UPC is being generated as if it is a Corporate Number.
 
@abhilash_b Are you getting the Porting Code?
This issue typically affects Postpaid numbers as they can be part of some CUG which is a group with similar benefits.
I am not sure how a Prepaid can be a part of any CUG.
Please explain your situation and what steps you have taken in detail.
