Unsure if it has been mentioned yet - has anyone experienced high latency/bufferbloat on CGNAT along with PPPoE but without ipv6. i understand if ipv6 is available on PPPoE then latency goes down as it bypasses CGNAT

no it doesn't, maybe some micro/nanoseconds difference.
routers in path are almost same in both cases and big routers are very efficient at performing SNAT.

and on the question of bufferbloat, it is an ISP specific issue not a CGNAT/PPPoE/v4/v6 issue.
for e.g. Jio has a big problem of bufferbloat but Airtel doesn't.

This is for smaller ISPs with turnover upto 100cr they usually use Mikrotik CCR for all authication and routing purpose with billing integration via radius server

Now ISP moved me to static ip ipv4 under pppoe, bufferbloat has improved. Now waiting for static IP for both ipv4 & ipv6 without pppoe

It's hard to say without investigating the CCR in question; however, the issue you are experiencing over CGNAT is possible.
Which is probably why most local ISPs would rather use standard desktop hardware.

@Lolita_Magnum that issue was because I might have tested at peak utilisation time on day for connectivity, I tested late night bufferbloat came to A from B. So it can be either bandwidth issue or CGNAT load as there is no ipv6 with this ISP. Things are much better after static IP, they will introduce ipv6 soon then I will be sure if bandwidth was the issue or CGNAT.
