It's mandatory. The government claims that the idea came from the universities.

Hoisting Tricolour To Be Made Compulsory at Central Universities

The government claims it is not a "top-down" order but one the vice-chancellors proposed themselves.
One of the 12 resolutions taken at the meeting was that hoisting national flag in colleges will become "compulsory", said Harish Chandra Singh Rathore, the vice chancellor of South Bihar university.
"To encourage love for your country you should hoist the national flag," he added.

The National Flag hoisted at Central Park, Connaught Place, New Delhi is one of the largest in India. It is 90 feet in length, 60 feet in width and is hoisted on a flagpole of 207 feet.

Looks like some kind of a standard or something.

right. the installation in CP is said to be the largest in india and they want all universities to match it at least in terms of height. insane.
also... jnu is apparently already hosting the flag on their campus. every day. for many many years. so that's something worth noting.
