Well, Nexus 7 came out on Jelly Bean, albeit it was not on a phone. If they are announcing a device, for sure they would like to show it on some new gadget. And there is time yet for the regular Nexus phone launch. So many things can change till then.

nexus 7 would get an update in the coming months. i am assuming it would be released with the xphone. i doubt google would launch another nexus phone before october which is the usual launch period for nexus phones. unless of course, LG is getting the contract to make nexus 5 based on optimus g pro.

I don't know about the xPhone, but it makes no sense to release a new Nexus phone when the N4 is neither out of date not out of demand. Although there is a small chance that the white N4 might officially be announced. Possibly with larger storage.
but i do not think google would wait till october november for this launch. Apple is already expected to launch the next iPhone in july/august period. and rumors are strong about a cheaper variant and an even larger variant (iphone math is the rumored name which is well funny). if they are working on xphone since they acquired motorola which was a while ago, they should be pretty close to having it ready for launch.
