Choose between BSNL FTTH or Reliance broadband,to get promised speed...

I want an internet connection with good reliability,i have narrowed my options to bsnl FTTH 650 and reliance 699 plan. but my major concern is getting close to the promised speed.Will bsnl FTTH or reliance will be able to provide near the promised 2mbps(post fup 512) speed, 2 mbps speed.The bsnl exchange is 1.5 km away by road and reliance near 3km away..I dont have faith in fibre than copper and i live in indore (M.P.).

I am currently using Bsnl evdo as my internet connection,but it provides speed normally between 200-400 kbps speed instead of promised 3.1mbps altough i am brink of 1km of tower.It was good as my needs were concerned,but now i stream content more than downloading things.I previously used bsnl broadband before that and speed varied heavily, and were not near the promised speeds.
