Data Card without SIM

hi All,I am from delhi..I have a question ..can i purchase Data Card without sim and then use any of the ISP sim that provide good plans One more thing Can I make call and send sms using that Card through laptop?If you answer is yes please tell me where in delhi (any shop idea) I get this stuff and what will be approx cost?

Nope, u have to but the data card from the ISP u want to use as they come pre configured from ISP.:thumb:

Or is there any device available in market using that I can connect with my pc so that send recive sms/calls and browse net also with GPRS
