Decrease in upload speed on MTNL

Has anyone noticed a decrease in the upload speed on MTNL. It has been like this for about 2 weeks now. Syncing things on Dropbox has become a major pain because of this. Earlier it used to be 550-600 kbps but now it's 25--280 kbps.
Also, I am noticing a strange thing on my Freedom 800 plan. The download speed that comes in night is variable, it's usually throttled at different points each time I restart the modem/router like [0.8 mbps, 1.1 mbps, 1.5 mbps, 2.0 mbps]
 
No throttling here in Mumbai. Uploading at steady 2 Mbps.

One possible explanation is that MTNL has again changed the routing so your data is going to Dropbox server over a very long route. This causes increase in pings/packet loss and hence unreliable upload speeds.

But it's not only Dropbox. Skydrive(Onedrive) and other services also max out at that speed
 
I suggest using your ISP's DNS servers. Might help through better routing. In the end, Dropbox does not have the resources of Microsoft and Google which are likely to have a server closer to your place with less hops.

Wow, that's very good upload speed.
Regarding your suggestion, can't switch to Onedrvie/Google Drive completely as a lot of files I work on are shared through dropbox as all the other people sharing those files use Dropbox.

I switched off MTNL's DNS servers because they were blocking sites, but will try changing it and see if it works.
As, I mentioned above though it's not a problem only Dropbox has, Upload speed is being throttled at the 280 kbps mark for all services. Even Speedtest.net reports 0.29 mbps as the upload speed.
 
I have contacted the MTNL Broadband helpline (1504) numerous times now. But it's still shitty. What should I do?
