Desktop Under 40k (August 2020)?

So branch manager at nearby Karnataka Bank asked me to recommend assembled PC build for him under 40k budget. It is for his personal use like spreadsheets, browsing, watching movies etc. Since I have moved to Mac years ago, have no clue about present desktops. Can someone share me a recommended components list?. He needs genuine Windows though.

Why a desktop though. Legal windows through proper channels is quite expensive. You can look at this list for a sample configuration nishant and me built in february this year. PC Build for around Rs. 35000 | Computers

He specifically needs a desktop as he doesn't have any need to move it around. I have shared the specs in above thread to him. Anything else to note?

Windows 10 license would cost around 10K through official channels for the home edition I believe. Amazon would be slightly cheaper. There are ways to get it for very low prices but they come with some risks.
