I think government should allocate special PREFIX for calls / SMS from financial organization (like bank, mutual fund)
say +91-71-xxxxxxxx
If number is starting from 9171 then only entertain any finance related questions (there too - do not reveal everything).
This should reduce frauds a lot because numbers from 9171 would be verified and trackable numbers.

I can tell some of mobile number series which spammers use 
(I guess I also had created thread for it).
And there are call blocker apps which can block calls if incoming call is from certain series. E.g. in my city number from Uninor start with 91 (or +91-91). So you can block whole +9191 series. But downside is calls from delivery guys or cab drivers would also blocked as they also prefer cheap calling providers like Uninor.
