Exactly, comparing BSNL and MTNL in terms of subscriber base just does not make any sense. Its but obvious that BSNL has larger pool of IP addresses as they service more subscribers than MTNL does.

Actually BSNL has a lot more IPs registered to it, 53,75,898 IPs in total to be exact. MTNL has only 6,89,138 IPs.

Just because that site says country as China doesn't mean it is in China, the country locale can be incorrect, AS17771 belongs to Southern Online Services India Ltd, which means they control the block, they can further lease it to any one that requires the IPs in this case as you say, the IIS.

So those are all IPs controlled by BSNL, they can lease it to home users, companies, host servers or lease they further to other sources, the fact still remains they control them.
