Doctor Who is a TV Show about a time traveling alien (a Timelord) called "The Doctor", it first aired on 23rd November 1963 (thus is celebrating its 50th anniversary this year).
His ship (that travels through time and space) is called the TARDIS. Time And Relative Dimensions In Space.
Timelords have the ability to regenerate if they are critically damaged or ill, regenerating keeps their memory but gives them a new body and face. That is how the show has been able to stay fresh for 50 years. It was cancelled in 1989 due to poor ratings, BBC tried to revive the show in 1996 with a movie but failed to do so. They gave it another shot in 2005 with the 9th regeneration of The Doctor - the story has been in continuity for 50 years.
Currently The Doctor is at his 11th regeneration, and BBC is going to celebrate the 50th anniversary on 23rd November with a 150 mins long episode that will also be aired in theaters across UK.
If you want to start watching it there are various ways to get into it.
1. Start watching from the 2005 reboot. Christopher Eccleston (9th Doctor) is highly underrated. There will always be some cheesy episodes but the overall show is totally worth it.
2. If you simply cannot watch Season 1 (as many can't) skip to the 12th episode of season 1, and watch from there.
3. If you need some hope that the show gets better eventually watch Season 3 Episode 10 - no major story spoilers and a great episode.

Yup. I started from the 2005 series. Some episodes are nonsense but overall it is a great show.

If the memories are still intact,the new doctor has the same characteristics/personality of the old one?

Nope. Every doctor has a different personality. And even the gender can change though it has not happened until now. Next Doctor could be a woman. The new one was expected to be but looks like Moffat played it safe this time around.
 
Another thing is that the new Doctor they have picked is considered too good of an actor to play Doctor for a long time. Most expect him to bow out after the first season itself. Though we would only find it out next year.
Yes, the time duration is not consistent. christopher eccleston played the doctor for just one season and has never appeared in specials or otherwise. I do not know what actually happened but apparently he does not like associating with the show now.
 
But Doctor remains same in the mind ..only body appearance changes ..so how come every new doc has new personality? :0
And what about companions ..how do they get chosen?
 
personalities are different because the bodies are different. they define the personality of the new doctor. only memories are preserved apparently. lol. think of it like organ transplant. they are also known to change the personality of the receiver.
companions are also purely accidental. he meets them in his journeys mostly.
