Does ACT MacBind The Router MAC Address

Hi

A friend wanted a load balancing router for home with ACT and Airtel.
As a first step I changed the ACT - TP-Link Archer C5 router to an Asus RT-AC59UV2 router.
I put in the PPPOE user-id and password for ACT in the ASUS router but it does not seem to connect to WAN.
The status of the physical connection on the WAN port is 1000MBPS.
Does ACT do Mac Binding with the MAC Address of the router it gives ?
In that case we will need to take their help to get it migrated to the new ASUS Router.
