Excitel IP Address not changing even after several reboots.

I got the connection yesterday and ever since then the IP address is same, tried rebooting many times. I live in faizabad(Ayodhya) and excitel lucknow gateway is closest to me(120kms) but my I'm connected to Delhi gateway and also getting high ping time and Delhi servers on speedtest.net

Excitel users please give your inputs.
 
On whatsmyipaddress it's showing ISP as netsat. What's wrong?
 
No I didn't do cold reboot. Should I do it? In excitel app IP is showing 10.52.148.65
 
Yes, try a cold reboot. I don't remember much about Excitel App, I never used it.
Your Backbone and IP is owned by Excitel. Netsat seems to be their regional partner.
 
There's no netsat in my area. I'm from different city. Btw why IP is not changing?
 
Regional Partner does not mean they are serving you, just the Public IP pool is being shared. Excitel has done in this many locations, mostly remote.

If your IP does not change even after cold reboot, then it is likely they do not have multiple IPs assigned for your regional BNG. Basically, you are effed.

So BNG is simply like a firewall that you use in public Wi-Fi where you get auth by your mobile number, and then you are able to access the internet except in this case it also acts like a router that does Public Routing and CGNAT routing.
These are kept regionally to keep load low, since powerful ones are costly and ISP need to assign an IP pool to these IPs, so they can work.

In some cases, if the demand is expected to be low, they will purposely assign lower IP pool since the general rule is one IP per 10 customer or so. And IPV4 is precious.

Also, I do not think there is anything such as "Excitel Lucknow Gateway". Their border router to Tata is in Delhi. [14.141.116.230 & 14.142.243.46]
