Excitel is blocking Telegram and all its web clients?

t.me links work but css is dead probably because it is fetched from one of the blocked domains.

thankfully telegra.ph and graph.org are not blocked. these two are also operated by telegram for content publishing.
 
BSNL Fiber(117.x.y.z block) is routing mega.nz via TATA(AS17908) which is blocking mega.nz but *.telegram.org is being routed over Airtel so that works fine.

t.me is also routed over Airtel(AS9498) but they are blocking t.me.
 
I'm also experiencing the same issue, my ISP (Wishnet) uses TATA backend. Multiple sites are starting to get blocked including Mega, Subscene, Telegram.org, etc.

"14.141.123.218:8080" is found in the body of all the sites blocked by TATA on http. I have disabled https redirect to check if site is blocked on http as TCP Connection Reset on https can be for other reasons as well (not just blocking).
