Experts help please - Whitefield Bangalore speed is a joke

For weeks its was the cable cut but I guess that must be fixed now but since last 2-3 days, the speeds are totally a joke. I can't even get a 5 MB file of RS or anywhere. In in Home 500 plan and other details are below

I am using PPoE in always on mode on a Vista laptop. FF 3 is my browser. Not sure what else to post to help the experts here judge the problem. So please let me know whatever else you need to know.
 
The speed now with the test looks OK but most file downloads are much slower (which is perhaps not BSNL problem). The bigger thing is that the speeds just crawl to a halt during the free hours .....but then that's old news, ain't it?:cry:
