which area of mumbai are u from. i have heard In 2 Cable is good without any FUP.

has hathway again changed the FUP on unlimited plans

Not for a couple of months.

At the moment, Hathway is worse than everyone else because everyone else has a lower-limit set at 256kbit/s after the FUP, but on Hathway's 256 and 384kbit/s plans, it goes down to 128kbit/s!!

It seems ISPs are at the moment trying to see just how much customers will take before the proverbial "camel's back" is broken. Right now, Hathway is taking the cake.

And actually, they seem to be still advertising their plans as "Broadband" so someone needs to take them to task about this 128kbit/s issue: in their Fair Access Policy page, they even have the TRAIs definition of Broadband being at 256kbit/s.
------------
Broad band : is defined in the Broadband Policy 2004 as “An always on data connection that is able to support interactive services including Internet access and has the capability of minimum download speed of 256 kbps to an individual subscriber from the Point of presence (POP) of the Hathway Cable & Datacom Ltd. of each location.
------------

do the normal cable ISPs - i mean the ones provided by local cable operator have Fair Usage Policy.

The easiest answer to this is:

Some do, some don't. All cable operators are different, and to know for sure whether yours does, you'll have to ask him.
