False answer to cover poor service and infrastructure from authority

I have been facing problem with my BSNL internet connectivity from 2-3 days. I am facing huge various in speed from 80-900kbps. No constant stability which makes me wait to get full page loaded. It really sucks. I called on 1957 regarding this issue to get solution. Strange answer from him. He told me that undersea cable has cut down near mumbai which are distributed among all players and only bsnl is suffering because as he said, BSNL is providing high speed not other. Other just provide 256 kbps. According to him, work has been going on since 3 days and it will be completed by tomorrow. 75% of customers are suffering and line is capable to carry 25% of traffic.However, I am paying 1.35k per month and recently I did not get any information about cable cut from internet.This is the way of BSNL to assist complaints.

Please post from your modem SNR/ATTN data. ( Statistics/ADSL)
Mention modem model/make.
How long you are using BSNL BB connection?
Normal working till now in same location ?
Do you use UPS power supply ?]
