FreeCharge does not have a payment bank license. They recently (July 2016) got some prepaid instrument license, which probably made no difference to what was already in place, maybe RBI allowed operations with interim approval (my guess) and the actual change would have been when they became available as a payment option at websites.

Freecharge Electricity bill payment failed but money deducted. Usual bugs which I think are intentionally caused to loot people's banks and later term it as bugs to save themselves from law trouble. Please advice what to do. I got this error "Error 405" after entering OTP password from debit card, and then money got deducted and transaction failed. I made this hasty decision to try FreeCharge because of their cashback offer
Contact them on Twitter - Though they are only likely to give an average SLA as to how soon it will get refunded.
From what I understand the failure happened while returning from bank to Freecharge. So its now likely upto the bank as to how long they wait for merchant to collect, before returning funds back to the source.
