Getting Low Download Speed

My download speed is like 20kb/s after the fup limit.I am using BSNL 900 Plan, Shouldn't i be gettin like 64kb/s?
I have posted the statistics below.And even before reaching the FUP limit , i am getting only 200kb/s.Is there some settings i should change? Please Help me, thanks

512kbps post fup? If so, yes, you should 64kBps. And if it is 4mbps before fup, you should get around 500kBps. Use the link in my signature to complain. Ask them to change your speed profile to 4mbps.

Thanks so after complaining will i get the full speed? And can you explain me why i was getting low speed was the speed profile lower than 4 mbps?

Just talk to SDE of your exchange. It is a BSNL issue
