Getting low download transfer rate on BB Home Combo UL 750 plan

Previously i had bsnl 'Home 500 C' plan (New Page 3) i get the download transfer rate of 256KBS/sec.Now i changed my plan to 'BB Home Combo UL 750' (.:Unlimited Home Only:.) now i get the download transfer rate of 65KBS/sec.can some one please tell me why is that and how to fix this problem ?
