Yes, there is no day or night division in this plan. You get the speed mentioned all the time. And there are no bandwidth restrictions. You can download as much as you want at 64 KBps. I am getting same speed now as in the morning.

I use gtalk, voice chat is very clear and good. Haven't tried Skype, but that too should work well as that is just voice transfer.
