Finally my internet is working at full speed and i'm getting 1.7mbps while its only 9PM. Super happy living without any FUP; i never downloaded a lot but living in tension because of FUP was irritating.Special thanks to x720 who answered all my queries. Thanks dude

The thing is if mtnl is good in your area, it'll work for you, but that may not hold true for another area. Hence, the mixed opinions.
