finally found it...
this chrome extension can be used to give a +1 to a web page with a single click. most other extensions require two clicks.

But it never showed me whether i had given +1 to a page or not! It gave a different count of +1s.Different as in - On that forum created by Samm, we already had 4 "+1"s to it. After adding the older button, when i used it, it accepted another +1 from me! So in effect - two separate +1s for the same page from the same user!
the extension link in the previous post showed if you had already +1ed a page with a blue colored icon. and you cannot give 2 +1s to a single URL. of course, google +1 button is supposed to detect temporary links but it fails. facebook like button does a much better job. so you can essentially give hundreds of +1 to a page by simply adding some attributes to the link...
