Of course it does. But it is quite usable from what I'm reading. Better than using it has a paperweight.

IIRC MIUI has an option to backup SMS to its own servers. What does other operators offer?

miui has options to back up everything - call logs/contacts/sms/videos/photos.

I used to use hangouts for sms and google definitely backed up those iirc.

turns out google made yet another app and removed sms functionality from hangouts. this company is ridiculous

Hangouts never backed sms for regular users. Google Voice users had that ability.

Android Messages has existed for a long time now. It was needed when Hangouts was turned into a corporate product. Android Messages has RCS support and does not require Google Play Services afaik. So it can work in countries like China.

Hangouts is a proprietary product so it could not be part of AOSP. So a separate sms only app was needed. Still waiting for RCS to get supported by more operators in the Indian market so that it can be used for something other than getting spam texts.
