Is it restricted for nexus and Google play edition devices?

It's weird. I sideloaded 3 versions of the Launchers - versions 0.9.6.886092, 0.10.1.920880, 1.0.9.1039417. I didn't get the installation screens like the option to import the icons and folders. When I click home, it just goes to the home screen where the dialer and camera icons are missing.
