I do not remember what the policy was with rental. So, I am thinking rental can only be downloaded on one Android device at a time. Could be wrong though.
No its not with rentals, and I am not interested in rentals as rentals are much cheaper with bigflix, moviemart.in, and others, also you get original dvd and blu rays with actual hd audio and video. But both itunes and google play allow your bought out items to be played on 5 activated devices. These can be anything, phone tablet or pc/mac :)

Okay.... I would like to add another update to this. If you buy the HD version of any movie, then I guess you will have to buy a Smart tv/google tv/android based tv to watch on a tv screen. Because you cannot watch HD on the browser. YouTube only streams a 480p max stream. You can download the HD version only on a compatible tablet or phone, but the you cannot transfer that video either to your pc. So literally HD video does not work for me. Waste of extra money that they charge for HD. And yes, iTunes does let you download and transfer your video to other iTunes enabled devices which are linked and activated with the same account id. Maxing out at 5 devices. And has DD 5.1 output too

That sucks considering Google does offer HD on regular videos! Sad that Google TV is unlikely to arrive in India in the near future.
Exactly!! This is what baffles me too. You can watch 1080p coke studio videos, 720p hindi movies like Hate story, original Himmatwala. Lots of b and c grade 720p bollywood, tamil, bangla and punjabi movie are available for free. BUT they are not giving the paid movies in HD. I wasted 650 bucks to experiment on this :(

I would love to know if Google Play Movies are supported on third party set top boxes like WD TV etc... Newer ones have YouTube player. Not sure if they are allowed to play paid movies from the Google Play Store.

Another update :) After my complaint regarding the non availability of HD version on YouTube, google support refunded the money for the movie. The movie is out of my movies list and the download disappeared from my nexus 7 BTW I had not asked for refund (its an option to ask for refund when you complain) and they went ahead and refunded.
