In April 2015, Power minister Piyush Goyal promised to make Gurgaon outage free city within 1 year. So By March 2016, they have obligation to fulfill that promise.

But CM Khattar has already said in January 2015 that Gurgaon cannot be made outage free city in this tenure. It will be done in next tenure of BJP in Haryana.

We can always blame the west when the things would get so bad that it would become hard to breathe even.
