high pings after 7pm since 2 days

Pings increase from 7 pm to 12 night since 2 days (30/6, 1/7) (ACT Bangalore)

India - ~150 to 250 ms
EU - ~300 to 500 ms

anyone else has the same problem? why is this so? how long until its fixed?
