How a common help desk number works over the entire region. Are the people taking the 1500 different for different area?

Hi, how the help desk number works in some regions but not working in some other regions. Are the same number being attended in different regions , area by different persons. Are all the help calls are redirected to respective area desks.
i want a technical answer for this as I was surprised to be informed that it is working fine in not too far away from my region
