halo.... every one knws that bsnl gives dynamic ips to us... then the catch is tat does it loggs the ip address to the telephone number which is assigned to it... and if it loggs then can they b retrived by us... so that when a bsnl ip add is known can it b traced to the users home addres.... any gusses on that bsnls security policyes....

You can be traced to your residence through your ISP.

the public has access only upto which city , but ISP's know the exact location (your house,office etc )
