Their customer care is worst you will notice.

Seller problem is if he refunds still ebay will charge him final value fee. Even if it is initiated from customer side.

Ebay policy is never to refund. Greedy american co.

I had once ordered a 25k DSLR with debit card advanced payment but later noticed it was without lens. (Stupid I know). I called the seller and asked him to cancel, he told to call CC, and said that he won't ship the order till then. I called CC, it was not a very good experience but I kept trying, through calls around 7-8 times and emails till I received a message that a refund has been initiated. After around 15 days I got my money back.
So, the only thing you can do is to keep pestering them till they listen to you.

if seller doesnt ship , the refund is initiated because the item is not reached to you in specified time , which could be 10 days about , so if seller is smart ,he can do that

that's right I guess. I has to wait too to cancel an order when I was selling. the buyer blocked my listing and didn't even pay

Yep it'll auto cancel after given timeframe but still he'll be charged seller fees.
Culprit is ebay which only care for it fees rather than customer satisfaction.

I think eBay should have cancel request (for buyer) as well.

If buyer places order but later cancels it and seller agrees to it.

Then FEES should be deducted from buyer's account.

Cancelling FEES should not be same as eBay's commission though.

On ebay.com there is an option to return item or cancel order for buyer.

don't know why the seller is taking time, is the seller new, what is his feedback score ???
there's a simple button to cancel the sale and issue a refund.
its just under the list of transaction in his "Paisapay Interface"
No matter he issues refund on first day or last day, he'll be charged for sale.
However in some cases when customer care cancels the order, they don't charge the fee, but that depends on ebay policies.
However as a buyer you can also login to ebay, click "my paisapay" and see if there's a option to request refund officially.
If shipping details are not entered system will cancel it after his "Handover" time lapses, but you don't need to wait so long.
call customer care and ask them to refund and stop delaying it.....
