How to get static IP from bsnl and is it a free option?

Guys can anyone tell me that i can get free static ip from bsnl or not for 499 monthly plan

No, you will have to pay for it. And you also need a plan of at least 999 rs.

It is more secure to have dynamic ips than static ip. device will get local ips. and your login apply will change in every log in. That is more secure than having static ip. if your ip is known or could be had by hackers, then targeted attacking may be easy for hackers to pinpoint the attack on static ip. please think twice before switching to static ip.
You can just ask your exchange friend if it is advisable and proceed
