How to make a SA:MP Server that can be accessed from anywhere using BSNL Netlink modem?

@W4RN3R See, To host this SA-MP Server. I would recommend you for using Playit.gg in place of Port Forwarding. From my self experience I'm saying as I've hosted many Different Game servers using Playit.gg without getting anywhere stuck with Port Forwarding or this type of things.

Using Playit.gg is much more reliable than doing Port Forward for hosting a Dedicated server (specially for Games) as you get 1 privacy wall by Playit.gg and get 1 IP Address which will not change if you don't want to get Static IP address
 
Static IP Addresses are a security concern, especially when you are sharing the same and POrt Forwarding.
Hence, using a third-party service that grants a Static IP address and offers a tunnel would be a secure, easier, and faster choice.

You can bridge the connection from the Syrotech device and PPPoE on the ax3000 or you can connect to LAN port of ax3000 instead of WAN port. That will stop the double NAT but it will just act as an access point. Port forwarding can be avoided in this scenario.

Make sure to copy the MAC address for PPPoE from the Syrotech device and paste in the ax3000. BSNL now has MAC address authentication too. Alternatively, you can call the LCO and ask to reset the MAC binding for PPPoE.

You can use a VPN to access your SA:MP server from anywhere.

Connect your gaming PC to a VPN. Then, your friend can join your game. You will need to configure your firewall.
