How to setup a Common Homepage for my Office Network Users

I am using Internet Dataone at my Office which is given out through wireless routers to our staff and students. I want to setup a homepage for my network which will open up when anyone connecting the internet through my network open their internet browsers. This Network Homepage will contain guidelines for users. I have a website hosting account for the Homepage. I will be glad if anyone can help. Thanks.:
 
Whenever the Browser ( Internet Explorer) is opened , the HOME Page or default pageis set to your "HomePage" cannot prevent users changing it after sometime see Tools/Internet Options/ content use current /use default /use blank.

if you know group policy, you can edit it (gpedit.msc) and change the particular option to disabled ;so that none can see that option at all...

(ie, for Internet Explorer !)

after opening group policy editor, (gpedit.msc)
go to user settings ->Administrative Templates =>Windows Components= >Internet Explorer ... and do what you want to ....

not many of them will be aware of this @ your office.. If at all they are, remove their admin privilege(so that they cant change any option )

I have come across such setup at some airports, Hotels and institutions in America when accessing their network from my own laptop. Of course we can freely navigate to other sites from their homepage. It could be quite useful to have such service.
