I do not think he is being paid USD 1 billion. The rumored cost of USD 1 billion is for the entire advertising campaign that would last for more than a year.

HTC One M8 Google Edition Launching in India for Rs 49,990

HTC today launched the One (M8) in India today. The One (M8) has been priced at Rs 49,900 and will be available from May 7. HTC also revealed that the Google Play Edition of the One (M8) will be available for pre-order today, and will be available for purchase a few weeks later on the Google Play Store. This would make it the first Google Play Edition device to be available in India.
