I got terrible speed from BSNL

I have a 1425 bsnl plan (home combo) I should got 3.5 MBPS (told for 4 MBPS) but it's not what I got now.
I have seen only 0.1 MB. this is terrible. I have told them and they have check it from their side.
on 30 September I got 512KBPS (which is exactly fine because after limit my plan is moved to 512 KBPS) .

Now I have terrible then what I got after the limit exceed.
Someone please check this issue for me.

You should reboot your modem/router every 1st.

I know what you means but it's not applicable here.
I On my modem when I use my computer. I have started it today and my modem goes restarted many time (when I on off my PC).
When I check my speed today I have seen 3.5 but it's later not working for me.
Someone know any fix for it.

Try using another modem and check.

Now I can see 3.02 MBPS. I will check in middle of day and if it will gave me 200KBPS then I will post more detail here.
Good speed in morning make one thing sure that nothing wrong on my side.
