Might be way of implementation is different among ISPs. I'm on airtel but on gateway separate from their adsl customer as my local ISP buys bulk bandwidth has a separate IP block. Just checked again and here most of the sites are opening just fine even with google dns and others today.x720 said:

Either ISPs are intercepting ALL DNS requests on port 53 and then redirecting them to their own DNS servers or they aren't at all.Interception for some DNS servers and not for others dont make sense.Anyway they arent using DNS blocks but DeepPacketInspection and blocking on the basis of hostname in the packets.
