GLONASS is also open to public use from what I understand. Europe was also developing their own network named Galileo but I think they ran out of funds.

Sony handsets also support GLONASS.
I don't think we need a different chip embedded in our handset for IRNSS.
There is no separate chip for GLONASS on handsets that support GPS+GLONASS just some software modification does the job may be same will work for IRNSS

I am quite sure GLONASS requires its own chip otherwise all GPS enabled devices would also support GLONASS.
Sony shipped their phones with GLONASS capable hardware and that's why some of the devices got support for it through a software update.
And I can imagine that the same would apply to IRNSS. Remains to be seen when it is functional enough for consumer deployment and how the government handles it.

What I mean to say is that it probably requires its own hardware. Otherwise, all phones in the market with GPS would have supported GLONASS.
So, when and if IRNSS becomes publicly available, processor makers might add it to their popular SoCs depending upon the cost and popularity in the market.

The govt can't depend on GPS, GLONASS or any other GNSS controlled by other governments during hostile situations. It needs it's won GNSS no matter how limited it's coverage is.

If i am not wrong, GPS what we get as civilians is a very strapped down version. At most i have attained 5m accuracy. Military GPS is much more precise. It can give accuracy even in cm. Obviously india do not have access to military GPS which is owned by US or Russia or China. So now india is building its own version mainly for military purposes.
