Railway mentions on the ticket that tatkal tickets booked by agents is at your risk. (if booked between 10AM-12PM on 1st day)

Why to say at your risk? Just mention that tatkal ticket booked by agent id wud be invalid.

They are putting all sorts of restrictions on IRCTC "end users" instead of agents.
  1. 10 tickets per month per user
  2. Prepaid wallet can not be used
  3. Mobile can not be used
  4. Quick booking not allowed
  5. and now 35 seconds delay
etc.

Instead they should strictly declare following rules for tatkal booking.
  1. Each user should be allowed to register 5 mobile numbers or 5 passenger names with valid ID card
  2. Atleast one passenger traveling shud have that number with him
  3. OR Atleast one passenger should match with ID card
  4. These numbers and passenger names can not be changed more than once a month
  5. If above conditions are not met then maximum 2 such tickets can be booked per month
Thats it. I doubt that agents can bypass this.

Above criteria is very easy to satisfy for "legitimate" accounts. And touch for agents to satisfy.

This way agents can book maximum 3 tatkal tickets per month per number.
 
Yes all moves are for touts only.

What if person works in Pune and home in in Mumbai?

And he comes home every weekend.

So now he can come only 3 times a week (to and fro 2x3=6)

He cant create more IDs because that is also OFFICIALLY ILLEGAL.

Touts can because you get SIM card in less than 100Rs.
 
you can also get more ids in your family members name whom you gonna visit.
 
Exactly - thats my point.

This step is not going to block tout at all.

This is again a step to cause inconvenience to good passengers.
 
Just heard on some channel that other than 6 tickets per month its also a maximum of 2 tickets per id per day!..can't confirm but sure that overheard it..
 
The revised rules for booking ticket through IRCTC are as follows:

1. Individuals are allowed only two tickets per user-ID in a day from 8 am to 10 am.

2. Individuals are allowed only two tickets per user-ID in a day for Tatkal booking from 10:00 am to 12:00 noon.

3. A maximum of 6 tickets can be booked online in a month by an individual.

4. Quick Book Option is disabled from 08 am to 12 noon

5. All types of ticketing agents (YTSK, RTSA, IRCTC agents etc.) have been debarred from booking tickets during the first thirty minutes of opening of booking i.e. from 08 am to 08:30 am for general bookings, and from 10 am to 10:30 am and 11:00 am to 11:30 am for Tatkal booking in AC and non-AC classes respectively.

6. Booking is not allowed through e-wallet and cash cards from 8 am to 12 noon.

7. There is only one booking in one user login session except for return/onward journey between 08 am to 12 noon.
