The customer will have to do a one-time registration for availing PoD as a payment option. He or she will have to tender either Aadhaar or PAN card to avail this payment option.

PoD charges shall be Rs 90 plus sales tax for transactions up to Rs 5,000 and Rs 120 plus tax for transactions over Rs 5,000.

In case of refusal or cancellation before delivery, the customer will be liable to pay the cancellation and delivery charges.
 
IRCTC is going backwards. They just discontinued online season ticket bookings for First Class w.e.f. 1st July 2017. I have been getting Quarterly Season Tickets online since years (2013 to be exact) and now it is not available :-/

But you can use UTS on mobile app for booking season ticket.

It gives you two types of ticket...

one is mobile based where ur ticket stays on mobile

other is printable at normal ticket machines installed at most stations.
 
I have used it for normal ticket booking (not season though) from about 1 and half years.

Ofcourse I recharge max 100-200Rs.

For normal booking there has never been false deduction.

I think huge amount of negative reviews must be for 2-3yr old version. At which time it was impossible to book ticket using the app.

PS: You can recharge through Paytm but it charges some fees.

A squabble between banks and Indian Railway Catering and Tourism Corporation (IRCTC) over fees has resulted in the latter disallowing a number of lenders from using its payment gateway for debit cards. Bankers FE spoke to explained that IRCTC had stopped them from operating on the website because they were unwilling to share a portion of the convenience fees earned on customer transactions.
An email sent to IRCTC requesting a comment remained unanswered. The Indian Railways subsidiary’s website is among the most busy portals in the country. Currently, the IRCTC website allows card-based payments only for cardholders of Indian Overseas Bank, Canara Bank, United Bank of India, Indian Bank, Central Bank of India, HDFC Bank and Axis Bank. Earlier this year, IRCTC had asked banks to share with it half the convenience fee that lenders recover from card transactions on the website. The Indian Banks’ Association (IBA) is understood to have been discussing the issue with IRCTC and the Indian Railways with a view to resolving the matter.
