Is BSNL hacked again?

I am getting allowed 10.0.0.25 IP by BSNL PPPoE authentication.Why,My bill is pending for payment.From last month,there is some issue going on with billing from my LCO.
Is it due to that reason?
BTW The IP is a private IP.
Any ideas guys.....

Yes, if your connection is suspended due to non payment, you'd get a private IP address.

Working as designed and not any hack.
