Is it BSNL or Google that limits upload speed for me?

my upload speed capped below 100Mbps (even plans above 100Mbps) to google servers.
I am only getting 50-70 Mbps to google (Youtube ,GDrive) while uploading even though I have 200mbps plan .
On the Other hand Upload tests like nperf speedtest shows 200Mbps to their local servers. Is it only for me ?
Check on your side by uploading file to google drive and monitor using task manager

It Is BSNL & you can't complain about it because the people there won't understand what you are saying. They'll ask for a speedtest & that's all they know...
