so delhi to gurgaon migration was free. but migration from one house to another in same locality was charged...

Correct. I asked them to explain the logic and the guy said, ki sir Customer care se baat karlo. They might reverse it. I didn't bother. lol

Rewiring is not a problem i think.

Shifting of connection is chargeable but retention can do it free.
