Is it possible to move Google purchases to another account

So, a friend needs to switch email Ids for some reason, and accordingly wants to move his app/devices purchases to the new account. Is there a way to do it. Googling seems to indicate no, but mostly found opinions. Any concrete answer?
So one is stuck with an email ID once a purchase is made to retain the app?

What your friend can do is add his current Google ID as the second ID to Google Play. I think Google Play support multiple Google accounts for apps.
This is why I recommend using a shared Google account if you want to share your paid apps and other media content with your spouse for example.
