Is MTV India now Free-To-Air in SCV?

I am getting MTV India in SCV(analog) for the last 2 days. Is it now Free-To-Air? My local cable operator provides only sports channels, if need be. But MTV India; No Way! So I strongly guess it is now an FTA. Are any of you getting MTV India in SCV analog as well?

Can someone clarify the channel number of CNN-IBN news channal in SCV analog list. For Quite sometime Sahara hindi is tuned, in the channel used for IBN earlier?. I am not able to catch it by manual tuning.
