Is there any way to find a phone number to track whether my complaint is being worked upon?

I live in Bihar and i have used selfcare to lodge complaint since my internet is gone from 2 days but when i try to dial number mentioned on website it says network is congested and when i try to dial number present on bihar website it says does not exist
 
ping them on twitter and pgportal
