Right now is probably not a good time to test this. I believe there is a cut in one of the under sea cables and a lot of ISPs are affected. (BSNL/ACT/Excitel looking at the posts here). Everyone's latency to those locations is higher and the amount depends on how good alternate routes they have.
This is pretty much universal, not much to say here
Is there any article/live feed about the situation and progress they're making on this? I saw the post in the BSNL telegram group but couldn't find more details about it.
Today I went directly to the LCO's office and visited his server room and he allowed me to test all the ISPs directly, he was also very friendly that we went on long conversations on how things work there and I also shared my knowledge about networking with him, like latencies and stuff which he didn't know much about.
He was providing through 5 ISPs,
KV, Asianet, Alliance, BSNL and surprisingly enough he also recently got a connection from Railtel (Railwire)
Upon testing all the connections, latencies to international servers like Germany, London and Singapore varied vastly.
I was getting pretty good pings like 49-50 ms through Alliance and BSNL but the speed was a real bummer, I guess BSNL has a very bad peering issue.. I was getting like 13 Mbps to Germany and London with a 200 Mbps connection..
After multitudes of tests, looking at the latencies to Germany and London it was like almost double or triple on both Alliance and BSNL.
Finally he revealed that he recently got a Railwire connection, I told him I already had a Railwire account and asked him to try my ONT credentials, he then created a new route with appropriate VLAN ID and used my credentials, it worked right away. I conducted all my tests, surprisingly everything as usual like from my old home, latency is lower and getting my plan's speed... I then decided go along with it.. He also mentioned about mailing Railtel team about the LCO change for my account.
But anyways, as it's possible to try out all the ISPs, or have multiple ISPs through the same connection, I mentioned it and he was willing to provide it without any issues.
I might get all of them and provide the results soon. But for now am just relieved to going back to Railwire which has rock solid for me for the entirety of my stay at my last house.

Airtel Xstream Fiber Well Rail wire is really bad for some people. Nice that it worked it for your area. and yes, BSNL has really bad international speeds. Part of it also has to do with the cable outage I guess, whereas on the Rail wire, Jio backbone is unaffected

BSNL‘s speeds are very variable depending on location. For some it is highly stable, for eg, I’ve never tested a speed lower than my plan even once in the last year to any international server. But yes, certainly BSNL doesn’t replicate the same level of performance in every zone and area.
LCO laid fibre connection to my home today. I opted for Railwire for now, everything is now working smoothly with my old RW account.
Only obstacle now is, he mentioned about the difficulties of changing assigned LCO in my account from my old LCO.. He said he'd better get a new account within an hour if provide him a passport size photo and copy of my proof.
I was like okay, but if I get a new account, the gaming IP RW assigned would be gone and I'd have to go through the hassle of creating support tickets again for the same..
He's yet to respond to the above query...
Anyone with knowledge about LCO change would be greatly appreciated for sharing them...

@sangeeth96 Yup, my old LCO sent a request to railwire about transferring to my new LCO with the new LCO's ID. And my new LCO sent a request to RW accepting the transfer. The account got transferred to my new LCO. Everything went smoothly, apart from a little bit of a blackface from my new LCO as I had to make a recharge 2.2k while my account was still with the old LCO, so the commission went to the old LCO. But my old LCO was cooperative and he was willing to transfer the commission amount to new LCO.
I am currently getting a new BSNL connection from the same LCO. Multi ISP on the same fibre is a first time for my LCO too, he has made some route changes by combining both VLANs, yet to test the connectivity, as am not at home.
