Looking ISP License on Rent/Subleasing Basis for Internet Service

Hello There!
I am going to start WISP/Hotspot service in my area and looking for ISP license on rent and/or subleasing basis from interested class-A license holder parties to get profited by license sharing/subleasing/renting their ISP license for mutual business benefits. Anyone out there can help me on this where to get this? Is it necessary to get license to start Hotspot service within a small town? Also, Is it necessary to get license to start providing internet service in remote & rural areas? Are remote & rural areas are exempted from ISP license requirement to promote internet services to bridge the digital divide for remote & rural areas? Any positive response will be greatly appreciated. Thanks.

Hello Kunalgautam! Thanks for your suggestion. I am afraid to say that i have already been gone many ISP service providing companies and i can't afford to pay for franchisee and partnership fee right now as its very costly as per their requirement with complete franchisee package of ILL(per month)+license fee+IP port activation+bandwidth management software+other charges etc. which goes to Rs.80,000.00+per month bandwidth charges extra. Highly costly to start-up a small WISP/Hotspot service in a small area with few connections only not with in whole city. I just only can pay for the license sharing fee, rest of i can manage own my own and/or any other solution to exempt from license fee to start WISP/Hotspot service? Thanks.

I'm afraid if there is any cheaper solution. Anything will require high initial investment.

Thanks for your comment. But i have everything set up and active. WISP Infrastructure is already in the field with wide network coverage signal. For the bandwidth BSNL DSL/Wimax 256Kbps-512Kbps line does work well to start-off with the few connections at the beginning of service and can buy the more bandwidth gradually as customer response increases. My main requirement is only just renting license per Annam basis and/or sharing the ISP license if a company is interested for partnership on revenue share basis for both ones mutual business benefits. Its a win-win situation for the company. Thanks.
