Low speeds on MTNL Triband

hiiiiiiiiiii i have an MTNL Triband connection in Delhi. i have the unlimited combo 599 plan. While downloading a software, I only get download speeds upto 25KB/s. Wha is the reason ? Can i do something to improve the speeds?

i live in air force station, tughlakabad which is near Saket and GK-II. the nearest MTNL exchange is the Tughlakabad exchange
