Moving to BSNL - who owns the modem?

A friend of mine has been using TATA Indicom for about 6 months in Poona. He paid a 1K installation fee and is on the Unlimited-512 plan (approx Rs. 2K / month). Next month he's moving to Madras and onto a BSNL connection.

1) We don't recall the terms at the time he applied for the connection - who owns the modem? Is there some sort of process you have to go through to disconnect?
Since it is a pre-paid connection, the plan is to just go and take the modem with, without informing TATA at all.

2) The modem is a Billion BiPAC 5102/5102S. Billion Products for SSL VPN, ADSL Modem/Router, Wireless ADSL Router, Powerline ADSL Router and Adapter, VoIP ADSL Modem/Router, Security Router, Broadband Router, SHDSL Bridge/Router, iBusiness Security, ISDN Product
I'm quite sure there won't be any problems using this with BSNL DataOne, but just wanted to confirm this with you guys.

Here's another problem, we need the connection only for one additional month, but these slick operators have now removed the 1 month pack. Only 3 or 6 months. So now what - pay 4K for 2 months which we're not even going to use? None of the other packs will do.

This is total BS and I'm getting really pissed off. Tata has cheated us out of at least a week of broadband use with it's downtime during the first few months and now we have to pay 4K for bandwidth we don't even want to use? WTF?

Can someone tell me if it's possible to use the same tata account at another location or even in another city? Any other suggestions?

OFF TOPIC POSTWhatever he does, he should not leave without closure on ANY credit card/telecom/utility accounts.Reason : Credit rating is completely operational in India now and it gets ALL payment data, specially accounts being delinquent.And unlike US, you can't see you own credit rating. One of my friends was quoted 14% interest rate for home loan and was "unofficially" told that it was due to late late CC bill payments in last year. Thankfully, govt banks are not using CIBIL (yet). So he was able to get a sane rate of 11.5% fixed.

Either the list maintained by the credit rating company is corrupted or your name-sake is having a field day with his cards. Even in western countries it is very difficult to redeem your name once you are black listed in the rating list.
 
Credit rating is only one part....Other importent things are, Comapny that you work for, Your Address, Do you live in your own or rented house etc etc.
